both Open Badges 3.0 & CLRv2 will be aligned with the W3C Verifiable Credentials spec. Additionally, the two models will share the achievment class. So essentially, CLRv2 will be a VC with embedded VCs which could be Open Badges 3.0. The candidate releases for these 1edtech specs should be released very soon.

Both are models used to describe LERs. Honestly, LERs could just be PDFs but the more structured they are, the more interoperable they can be. LER is a generic acronym for Learning and Employment records.
